The president outlined a plan to try to get Hamas and Israel to break out of a monthslong deadlock that has resulted in the killing of thousands of Palestinians.

President Biden outlined a road map put forward by Israel that would begin with an immediate, temporary cease-fire and work toward a permanent end to the war and the reconstruction of Gaza.

Phase I: 6-week ceasefire, release of elderly hostages, women and children that are still alive.  Palestinian prisoners will be released. Aid flow will be guaranteed and increase to 600 trucks per day. 

Phase II: Permanent ceasefire. Israel withdraws, hostages--including male soldiers--will be released, and more Palestinian prisoners will be released. US would like to see the Palestinian Authority move in as governing body, but who will govern Gaza remains unclear.

Phase III: Hamas returns the remains of dead hostages. Rubble is cleared. U.S., Europe, and international institutions will back a reconstruction of Gaza expected to take three to five years.
